“Today’s advances in genetic engineering allow mundane (non-powered) humans to mimic the abilities of ultrahumans through the use of mRNA gene splicing and resequencing. These artificial enhancements can be applied on either a temporary or a permanent basis.
“Though the term ‘skrags’ is often applied colloquially to all ultrahumans, it properly belongs to mundane humans who’ve undergone genetic manipulation. Indeed, ultrahumans themselves first coined the term as a pejorative for just such persons.
“This is true in part because the artificial effects achieved via gene splicing rarely rival the kinds of so-called ‘superpowers’ one finds in the highest functioning ultrahumans. Nevertheless, these techniques offer a viable, distinctly controllable military solution to the problem of genetic weapons proliferation. Unfortunately, they also represent an existential threat to national security.
“Gene-splicing already exists on the black market. It has become readily available to both nation-state adversaries as well as to potentially adverse non-state actors. As such, genetic proliferation has become a clear and present danger to the United States. This nation therefore has no choice but to develop a response.”
“The Ultrahuman Factbook,” entered into the Congressional Record by Senator Daniel Fairbairne (R-NY) on September 9, ten years ago.
